Why the Philippines for K-beauty
Filipino shoppers know Korean beauty brands well. K-dramas, K-pop and Korean celebrities in local ads have made Korean skincare and makeup a favorite of Filipino shoppers. The market is English-speaking and shops online a lot, especially on TikTok Shop and Shopee. For a Korean brand that already sells in Southeast Asia, the Philippines is a natural next step. For a brand going abroad for the first time, it is one of the easier markets to start with.
What usually stops Korean brands
The demand is there. The hard part is the setup. Most Korean brands run into the same six problems:
- A local license holder. Only a Philippine company with an FDA License to Operate (LTO) can notify cosmetics with the FDA and import them. A Korean company cannot file on its own.
- FDA notification for every product. Each product needs a cosmetic product notification before it can be sold, including online.
- English labels. Packaging printed only in Korean needs English information, usually on a sticker, including the name and address of the company responsible in the Philippines.
- Customs, duties and taxes. Someone in the Philippines has to act as importer, clear the shipment and pay the duties and VAT.
- Marketplace verification. TikTok Shop and Shopee ask for business and compliance documents before a store is verified, and the Shopee Mall badge has its own review.
- Daily operations. Orders from several marketplaces, cash on delivery, returns, sale days like 11.11 and 12.12, and stock that has to stay in good condition in a hot, humid climate.

Step by step: from first contact to first sale
- Product review. You send your product list, ingredient lists and current packaging. We tell you which products can be notified as they are and which need changes.
- Quote and agreement. We send an all-inclusive quote within one business day. There are no lock-in contracts or minimums.
- FDA filing. We prepare and file the cosmetic notifications under our license. With complete documents, most are approved in about 3 to 8 weeks.
- Labels. While the FDA reviews the files, we finalize the English sticker content for each product.

Trade agreements help Korean products
The Korea-Philippines Free Trade Agreement entered into force on 31 December 2024, on top of the ASEAN-Korea FTA and RCEP. Depending on the product’s tariff code, Korean-made cosmetics can qualify for reduced or zero import duty, as long as the shipment has a valid certificate of origin.
